ROUTE 15 NORTH WIDENING PROJECT

Exeter Residents,

It has been brought to our attention that some homeowners have suggested that trees have been removed from the area where Route 15 passes nearest to the end of Catoctin Circle and Huntfield Court. The HOA initially thought that the alleged tree removal may have been associated with the Loudoun County Route 15 North widening project; however, a survey of the area shows that no trees have been removed from the Exeter side of Route 15 North between Battlefield Parkway and Old Dry Hollow Road. And the County has not started work on the project yet.  There is however some trenching work being undertaken on the Potomac Crossing side of Route 15 by Dominion Energy associated with electric power and data transmission, which may be what residents have seen.

Regarding the Route 15 North widening project which will be undertaken between Battlefield Parkway and Montresor Road, construction is estimated to commence in the Fall. A brief summary of the project is provided below:

  • The project will widen Route 15 from two to four lanes between Battlefield Parkway and Montresor Road. The project scope includes: 

    • a signalized Continuous Green "T" (CGT) intersection at North King Street to allow through traffic to continue north on Route 15 without stopping

    • an updated signalized intersection at Whites Ferry Road

    • a two-lane hybrid roundabout at Montresor Road

    • a realigned section of Limestone School Road to connect with the Montresor Road roundabout

    • a shared use path on the west side of Route 15 from Tuscarora High School to Montresor Road

    • a shared use path along the entire length of Whites Ferry Road

  • The project dates back to 2016. Public workshops and focus group meetings were held between August 2017 and October 2018 to obtain public feedback on design alternatives. A virtual public information meeting was held on October 29, 2020 where members of the public had an opportunity to ask questions and provide comments to the project team.

  • The project will be split into two parts:

    • Part I will incorporate the road widening between Battlefield Parkway and Whites Ferry Road.

    • Part II will incorporate the roadway widening between Whites Ferry Road and Montresor Road, the relocation of Limestone School Road, and construction of the roundabout at Montresor Road.

  • Estimated Timeline for Part 1 is as follows:

  • Summer 2023 - Spring 2025: Right of Way

  • Fall 2023 - Spring 2025: Utilities Relocation 

  • Summer 2025: Procurement of Construction Contractor

  • Fall 2025: Award Contract – Construction

  • Fall 2025: Notice to Proceed – Construction

  • Fall 2025 - Spring 2027: Construction

  • Spring 2027: Substantial Completion

 

While the Board will do its best to provide any information received from the County to the Exeter residents, the Board may not be privy to all information. We encourage all residents who wish to stay informed about the project to access the Loudoun County website and attend any future County meetings.
