
The following rules have been established for
the benefit and protection of all members and
guests. They are established by the EXETER HOMEOWNERS
ASSOCIATION and are approved by the EXETER HOMEOWNERS
ASSOCIATION Board of Directors. These rules are
designed to ensure proper operation of the facility
and to provide wholesome recreation for members
and their guests.
ENFORCEMENT OF RULES
1. Lifeguards will enforce the rules of the EXETER
HOMEOWNERS ASSOCIATION swimming pool (“pool”).
All members and guests are required to abide
by these rules. Parents are instructed to caution
their children to observe all rules and obey
the instructions of the Pool Manager and the
lifeguards. Parents are responsible for the
conduct of their children and members are responsible
for their guests at the pool.
2. Noncompliance with the rules of the pool
may result in the suspension of pool privilege(s).
3. Situations arising that are not specifically
covered by the established rules shall be handled
by the pool manager who will also notify the
Association’s Managing Agent.
IDENTIFICATION
1. Membership to the pool is open to all homeowners
of the Exeter Homeowners Association and the
owners in Fox Chase Condominiums (246) in good
standing and who possess a valid pool pass. Optional
membership will be offered to the owners of homes
in Exeter I HOA (49 homes) annually during an
enrollment period set by the EXETER HOMEOWNERS
ASSOCIATION Board of Directors. Owners of Exeter
I who have purchased an optional membership and
possess a valid pool pass are also identified
as members.
2. Membership to the pool will be established
by submitting a completed application form to
Property Management People, Inc. (Managing Agent),
which is located at 741 Miller Drive, Suite K-1,
Leesburg, VA 20175.
3. Nonresident owners who desire pool privileges
may obtain passes and thereby deny access to
the pool for their tenant(s). The owner who wishes
to transfer his/her pool privileges to a tenant
should sign the application as instructed and
forward to the tenant so the tenant can register
for a pool membership.
4. Upon receipt of a completed application form,
membership eligibility will be verified as to
the status of assessments and architectural or
covenant violations. Pool passes will then be
issued to each individual living in the household
(a household will consist of all persons living
in a unit for more than six (6) months of the
year), and unmarried children who are students
and/or from previous marriage and who will be
residing with the owner for the summer. Other
summer house guests are not eligible for passes.
They may, however, use the pool as a guest of
the owner.
5. The pool pass will include the individual’s
name and address. Passes will be inspected by
a lifeguard or an attendant at the entrance of
the pool. Photo ID passes will be issued to all
persons sixteen (16) years of age and older.
Children ages nine (9) to three (3) years of
age will be issued passes without a photo. Children
ages ten (10) thru fifteen (15) will be issued
a pass with a photo only after a swim test is
passed (see Dependants #2). No one else will
be admitted to the pool without a valid pass.
6. Passes are the responsibility of the individual
members. Neither the Association nor the pool
staff is responsible for lost passes or passes
left overnight. A $5 fee will be charged for
each replacement pass.
7. Pool passes will not be issued and admittance
will be denied to homeowners (or their tenants)
who are delinquent in the payment of assessments,
including interest, late fees and legal charges.
Pool passes will not be issued and admittance
will be denied to homeowners (and their tenants)
with outstanding covenants violations or who
have been cited for a failure to request approval
by the Architectural Review Board (ARB) for an
improvement (such as a fence or deck) already
constructed or in the process of being constructed.
Once an architectural change request is denied
by the ARB, the Association may revoke the pool
pass if a reasonable effort is not being made
by the homeowner (or the tenant) to comply with
the ruling of the ARB.
8. MEMBERS WHO HAVE BEEN DENIED ADMITTANCE TO
THE POOL MAY NOT BE ADMITTED AS THE GUEST OF
ANOTHER MEMBER.
GUESTS
Casual Guests: A casual guest is defined as
any person not an owner or resident of EXETER,
EXETER I OR FOX CHASE. Such a guest must be accompanied
by a resident member at all times while using
the facility. Guests ages ten (10) years and
younger must be accompanied at all times by a
responsible pool member age eighteen (18) years
or older.
1. Each household will be issued ONE guest pass
booklet, containing ten (10) guest coupons and
is valid for the current season only. Additional
guest pass booklets, allowing ten (10) additional
individual visits, may be purchased at the cost
of $10 per booklet from Property Management People,
Monday - Friday from 9AM - 5PM. Sorry, no cash
can be accepted. Checks Only.
All guest passes are valid for the current season
only.
2. A weekly family pass is also available for
guests visiting in your home. This pass is valid
for up to five (5) persons and is valid for seven
(7) consecutive days. These passes may be pre-purchased
at the cost of $15 per pass from the Property
Management People office, Monday - Friday from
9AM - 5PM. Sorry, no cash can be accepted. Checks
Only.
If ordering guest or family passes by mail please
include a check for the required amount made
payable to EXETER HOMEOWNERS ASSOCIATION, c/o
Property Management People Inc., 741 Miller Drive,
Suite K-1, Leesburg, VA 20175.
3. Members are limited to not more than five
(5) guests at any time; including day-care providers.
4. The lifeguards may prohibit the admittance
of guests when pool use is especially heavy (i.e.,
weekends and holidays.)
DEPENDENTS
1. Children under ten (10) years of age must
be accompanied at all times by an adult or a
responsible person age eighteen (18) years or
older in order to be admitted to the pool area.
Lifeguards are prohibited from serving in this
capacity. The responsible person must be a qualified
member or guest of a pool member. The lifeguard
may challenge the qualifications of the responsible
person if actions warrant.
2. Children ages ten (10) to fifteen years may
be issued a photo pool pass that would allow
them to be admitted to the pool unaccompanied
by an adult. If they wish to be admitted to the
pool unaccompanied by an adult they must pass
a swimming test administered by pool supervisory
personnel or they may present a swimming certificate
from the American Red Cross. The swimming test
will consist of the following:
A. Jump or dive into water that is at least
five (5) feet deep.
B. Swim the width of the pool.
B. Tread water for two (2) minutes without touching
the wall.
C. Swim back to the original point of entry.
D. Back float for at least two (2) minutes.
3. The person administering the swim test will note on the child’s pool
pass that he/she has satisfactorily passed the swim test. No child between
the ages of ten (10) and fifteen (15) will be admitted without an adult, unless
they pass the swim test and possess a Photo ID.
4. Children over four (4) years of age are not permitted to use the wading
pool.
5. Children age four (4) and under may only use the main pool if they are accompanied
by an adult who is physically in the water with the child. This requirement
may be waived if the child passes a swimming test administered by the lifeguard.
6. Children using the wading pool must be supervised at all times by their
accompanying adult who must remain inside the wading pool fence area.
7. Children who are not toilet trained are prohibited from wearing disposable
diapers into either the main or wading pool and are required to wear “swim
diapers” under their swimsuits.
ADULT SWIM
During pool operating hours a fifteen (15) minute adult swim may be called
on the 3/4 hour (i.e., 12:45 to 1:00). No one under 17 years of age will be
permitted in the pool during these times.
HEALTH AND SAFETY
1. NO RUNNING, PUSHING, ACROBATICS, WRESTLING, FIGHTING, BALL PLAYING, SPLASHING,
DUNKING, SPITTING, HORSEPLAY, OR CAUSING UNDUE DISTURBANCE WILL BE ALLOWED
AND WILL NOT BE TOLERATED. THE LIFEGUARD HAS THE AUTHORITY TO SUSPEND THE POOL
PRIVILEGES OF ANY INDIVIDUAL FOR THE REMAINDER OF THE DAY, OR LONGER AS THE
INFRACTION MAY WARRANT. NO LARGE RAFTS, INNER TUBES OR WATER PISTOLS ARE PERMITTED.
2. No diving is allowed into water less than five (5) feet deep. The pool tile
and coping are marked accordingly.
3. At the discretion of the lifeguard, anyone wishing to swim in the water
above their shoulders may be required to demonstrate his/her ability to swim.
4. No alcoholic beverages are permitted in the pool area during normal pool
hours.
5. No pets are allowed in the pool area except for guide dogs.
6. No wheeled vehicles (except for wheelchairs and strollers) are allowed in
the pool area.
7. The life lines are for safety purposes only and should not be handled except
in an emergency.
8. Injuries occurring on pool property should immediately be reported to the
pool manager or lifeguard on duty whereupon emergency personnel may be contacted
as conditions warrant.
9. No persons having any infectious diseases, inflamed eyes, colds, nasal or
ear discharges, skin rashes or eruptions, excessive sunburn, open sores of
any kind, or wearing a bandage will be allowed admittance to the pool.
10. Eating, drinking and/or smoking are prohibited except in area(s) designated
for this purpose. Section 838.37 of the Loudoun County Code requires that any
eating or drinking take place away from the pool edge and in an area separated
from the pool by a fence or a suitable barrier at least three (3) feet in height.
GLASS CONTAINERS AND BREAKABLE OBJECTS ARE NOT PERMITTED IN THE POOL AREA.
SEVERE WEATHER
1. The pool may be closed, and the pool and deck cleared, under the following
conditions:
A. Air temperatures below 65 degrees Fahrenheit.
B. Lighting or thunderstorms.
C. Hail, showers, or heavy rain showers that prevent (block) observations of
the bottom of the pool.
D. Any other climatic conditions that may endanger pool users or the staff.
2. Closing the pool will be at the discretion of the lifeguard and pool management
company after notification to the Managing Agent.
3. The pool will reopen thirty (30) minutes following the cessation of a thunderstorm
or shower. If the storm occurs after 7PM, the pool may be closed for the evening.
PARKING AND DRIVING
1. The maximum speed limit is 5 MPH in the parking areas and driveways.
2. Bicycle riders are to use the racks provided for parking bicycles.
3. The parking lot is for members who are actually using the pool and clubhouse.
4. No parking is allowed in the fire lanes between the Pool House and Clubhouse.
All traffic signs on the premises should be obeyed at all times.
GENERAL
1. The lifeguard has the authority to suspend an individual’s pool privileges
for the day for any infraction of these rules. Subsequent action may be taken
by the EXETER HOMEOWNERS ASSOCIATION Board of Directors and may include revoking
an individual’s pool privileges for any length of time, including the
remainder of the pool season. Eviction or suspension of pool privileges for
noncompliance of the rules by a member of their guest shall not entitle such
member to a refund of membership fee in whole or in part.
2. Deliberate property damage caused by a member or his/her family or guest
will be charged to the registered pool member. All damages must be repaired
and all outstanding payments for damages must be resolved prior to re-admittance
to the pool.
3. No barbecue grills are allowed in the pool area or adjoining parking lot,
unless approved by the Board of Directors for special functions and community
activities.
4. Abusive, offensive, or profane language or behavior is not permitted.
5. All trash must be placed in trash containers.
6. All radios and sound equipment should be played at a reasonable level. The
pool manager or lifeguard may request that a member or guest turn to volume
down or off.
7. Lost and found: unclaimed articles will be disposed of after fourteen (14)
days. Items of value will be logged in and turned over to the Association’s
Managing Agent to be held for a reasonable period of time.
8. Any unforseen circumstances not covered by these rules may be dealt with
by the pool manager. The manager will notify the Managing Agent and/or the
EXETER HOMEOWNERS ASSOCIATION Board of Directors of any such occurrences.
9. Only authorized pool staff and maintenance persons are allowed in the pool
pump room. All violators will be asked to leave the pool area.
10. Only authorized persons are allowed in the pool enclosure and the bathhouse
when the pool is closed. Any unauthorized use will be treated as a trespass
and violators may be subject to arrest and criminal prosecution.
11. The pool hours are: When Loudoun County Schools are in session Monday -
Thursday 4PM - 7PM; Fridays 3PM - 8PM; Saturday/Sunday/Holidays 10AM - 8PM;
When Loudoun County Schools are closed Monday - Friday 11:00 AM - 8:00 PM;
Saturdays/Sunday/Holidays 10 AM - 8 PM. Pool hours are subject to change by
the Board of Directors for special events, swim meets, swim lessons, and other
community functions or for maintenance and repairs as may be required from
time to time.
