Exeter HOA About Exeter

The Exeter Homeowners Association is made up of the owners of the 829 lots within the Exeter development, 817 lots in the nine original sections and 12 lots in the section 9A addition. Each lot is entitled to one (1) vote at any General Association meeting. Being a member of the Association is not optional and is a condition of sale within the development. The seller of a home, whether it is a builder or a current homeowner, within Exeter is required by law to disclose any and all Association documents, guidelines and fees to a potential buyer. This is done by obtaining a Resale Package from our managing agent. In some cases your Realtor may do this for you.

Your annual assessment is paid quarterly (due on January 1st, April 1st, July 1st and October 1st) or monthly (due the 1st of each month). Your payment is actually made up of two separate fees. The first is the regular assessment fee. The amount you are assessed is based on whether you reside in the Single Family homes or the Townhouses.

The assessments in the Townhouse sections are higher than the Single Family sections because the streets in the Townhouse sections are private streets within the Association and therefore must be completely maintained by the Association. This includes but is not limited to the resurfacing and restriping of the streets; maintenance of the streets, street lights, curbs, gutters and sidewalks (not private walk ways); snow removal and salting of the streets in the winter; and any signage necessary.

On the other hand, the streets within the Single Family home sections are all town owned streets. All of the above services are the responsibility of and provided by the Town of Leesburg. The only exception to this in the Single Family sections are the lots located on a shared pipestem. The responsibility for maintaining these falls to the individual lot owners who share the particular pipestem.

The second part of your assessment is the Recreation Assessment. This is based on the costs needed to maintain and operate the Recreational facilities within the Association. This includes the Pool, Clubhouse, Basketball & Tennis Courts, and Tot Lots. The amount of this fee is the same for all members of the Association Members, regardless in which section they reside. Every Association Member is also a Recreation Member. Again, this is not an optional membership and is also a condition of sale. In addition to the 829 Exeter homeowners, there are also 289 owners from the Fox Chase Condominium Association and 49 owners from the Exeter I Homeowners Association that are also members of the Exeter Homeowners Association Recreational Facilities. The Fox Chase Condominium Association members are assessed the same Recreation fee as the Exeter Homeowners Association members. The Exeter I Homeowners are Optional Recreation Members. Each January they have the opportunity to join the Recreation Facilities for that year, paying the same rate as the current Recreation Assessment.

Neither Fox Chase or Exeter I owners are members of our general Association. This means that although they have the right to use any and all Recreational Facilities within the Association, they do not have voting rights at any General Association meetings nor may they hold any Board positions within our Association.

There are five Committees within the Association. They are Architectural Review Board, Landscape, Newsletter, Pool and Community Events Committees. They are all made up of Homeowner volunteers and meet monthly. All Committees report directly to the Board of Directors.

The Exeter Homeowners Association has a nine (9) member Board of Directors who serve staggered three (3) year terms. At the Annual Meeting each year, Board positions are elected. The Board of Directors meets monthly. All decisions, financial or otherwise, are made by the Board. This includes items such as the Annual Budget, all acceptance of contracting bids and the purchase of any items recommended by the Committees.

As you can see, the success of your Association is largely dependent upon the willingness of the membership to participate. Volunteers are always welcome and needed for all Committees. If you have a question or concern, the best way to relate it to the Board is to put it in writing and send it to them in care of Property Management People. Your input is vital in helping keep the Board, as well as the Management Company, informed of Homeowner concerns.
